Overview of JKAS examination.

JKAS Examination:     Jammu and Kashmir UT Service, better known as Jammu and Kashmir Administrative Service (JKAS), is the prestigious service in the UT of J and K. The JKAS Exam is conducted by JKPSC (Jammu Kashmir Public Services Commission) at UT level. The exam is conducted in three stages. The first stage is preliminary test (PT) which is just a screening test to allow students to sit in the next stage of examination. The next stage is Mains Examination. After qualifying this tier, the candidates are called for interview. Interview (Personality Test) is Conducted  by a panel constituted by JKPSC Chairperson and members. Final result of JKAS exam is declared after this stage. Then JKPSC send the selection list of qualified candidate to Government  Medical College Jammu and Srinagar for the medical examination of the selected candidates respectivly. Comparison between Lecturership and KAS: 



 We are going to compare the two prominant jobs in government sector. One is 10+2 lecturership in School education department and other is Jammu and kashmir Kashmir administrative services. Both are posts recruited through JKPSC and both are gazzeted posts. Althouth both are high profile jobs still there is a difference between the two. People who are confused or do not know exactly about the posts will be benefited by reading this article. We are taking certain parameter for comparison of lecturership and KAS as discussed below:

Comparison:

1. Salary. Although both have high salary, still there is difference between the two. Monetarily lecturership is more profitable than KAS at initial stage. But with the passgae of service, both become almost equal. Grade pay of KAS is 4800 where as grade pay of Lecturer is 5400. So basic pay of KAS becomes 47600 and that of lecturer becomes 52700 at the beginning. Gross salary of KAS approximately is rupees 65000 whereas gross salary of Lecturer is about rupess 71000. In case of KAS, after every 5 years of services you will get an enhancement of grade. So Running grade system is found in KAS. The similar running grade is also a demand of Lecturer association which is still pending. In a nut shall we can say that there is no dearth of money in both the professions.

2. Power: If we talk about the Power, KAS officer has more powers than a lecturer. Differnet types of powers vested with KAS officer are like adminstrative powers, financial powers, he or she can recommend the suspension of a subordinate official on ground of misbehavior, magistrate power, etc. For example Tehsildar has a Executive Magistrate power and he or she can implement any relevant section of Indian Penal Code IPC. As a block development officer there is certain Financial powers like disbursing of Funds under different heads. Every KAS officer becomes DDO on the joining of the particular office.

3. Perks. A KAS officer gets various perks like Govt. quaters for residence, govt vehicle for transport, govt. security, Telephone bills, post-retirement appointments to various commissions and committees, etc. But in case of lecturer you dont get such facilities. You have to manage everything by your own.

4. Familarity. KAS officer become more famous as compare to lectuer. As there is a direct dealing of people with the officer and lot of powers are vested with the officer so the hopes of the people gets connected directly to the officer. So familarity of an officer is more than that of a lecturer. More and more people know you after geting this services. People starts approaching you for various services. You have a chance of serving the people directly. You have the opportunity to deliver the public service and get fame for the same.

5. Work pressure: It is true that work pressure is found to be more in administrative job than in education service. Here in case of adminstration you have to be alert whole the day. In police adminsteation, you have to give a 24 hours duty. Besides office work, field work is also a part of civil adminstration. Field work includes visiting the work places, disputed places, etc. You have to travel a lot. Many regular and irregular meetings with higher authorities are to be attended. Lot of work is there. You can face problems during initial phase of appointemnt. But later on, it becames a routine job. In case of lecturership, there is not very much pressure of work. At 10+2 level, you have to work at most 2 hours per day. One lecture for class 11th and one for class 12th is to be delivered. Although there may be some other additional tasks like election duties, sensus servay duties, or any emergency dities but that are not regular in nature. Overall we can say letcurer do not face burdon of work but KAS officer has lot of burdon. It is not a discouragement but it is the nature of work many people aspire to do. Some people aspires for calm and cool jobs while other people aspires for active jobs. So it depend on people what they want to do.

6. Work options: It is true that there are lot of work options in administrative services as you are able to work with different departments. There are about 40 different departments in Govt. Sector. KAS officer gets the chance to work in every sphere. Where as if we talk about lecturer it is only within the boundary of School. Besides this, occasionally lecturers are also involved in the work related to census, elections, emergency duties, etc as alreadydiscussed. Lecturers also enter into adminstraive wing within the department after certain period of service. Like Chief Education Officer is a post of adminstrative nature in the department of Education. Other administrative posts are as Joint director, Director, etc.

7. Jurisdiction of work. The work jurisdiction in case of civil administration is more than that of lecturership. As an admisntrator is overall incharge of a particular area. Say a Block development officer is incharge of one or more blocks. A tehsildar superwises whole of a tehsil. Director education supervises educational institutes of whole region, Road and transport officer hold charge of whole district or a subdivision, etc. Where as a lecrurer works only within the four walls of a school. Yes after promotion to a adminstratice post, CEO looks after educational functionings in whole district. So in a nut shell civil administrator has a larger jurisdiction as compared to lecturer.

8. Personal life. Yes in case of lecturership you will get enough time for your family and personal life. Your personal life do not suffers a lot. Yes if you are posted away from home then it may suffer. Similar is the case with KAS officer, you will enjoy the personal life when posted in home place but if away you will have to manage time for your personal life. Over all life style of a person depends on the how you use your time and resources.

9. Time available. There is ample of time avaiable in lecturership besides the leaves. There are one to two months winter vacations, 10 days summer vacations, 10 days pooja holidays, two months of sundays per year and many gazzeted and local holidays. So you have to work only about 6-7 months a year which makes you enjoy your family life without the shortage of time. Where as winter or summer vacations are not avaialble to KAS officer. He or she has only leave accounts from where they can manage their free time. One has about 1 month of earned leave and 15 casual leaves per year.

10. DDO power. As we know both are gazzeted posts and even pay of lecturer is more than that of a KAS officer, still lecturer lacks Drawing and disbursing power. A KAS officer is a Drawing and disbursing officer right from his joining of a particualar department or office. KAS officer has the independent office. Drawing and disbursing power simply means one has the authority to withdraw the salary of the employees working in the office. Even the officer has power to withdraw his own salary. Also a KAS officer controls the various funds of the office. In case of lecturership, the DDO power is achieved after becoming Proncipal of the school.
