Stop gap basis of arrangement of employee of Government

Normally it has been seen that many government departments have lot of vacancies at various levels of the posts. Mostly we see in Education department, there are ample of vacancies of teachers, masters, lecturers, assistant professors, etc. Government can not fill all the vacancies at the same time because of constraints of budgets. So government make ad hoc arrangements of posts to fill the gap. Similarly govt also do fill some vacant posts on the basis of stop gap arrangements. Stop gap arrangement is don't to fill the gap of vacant posts when there are no direct recruitment to fill the posts. Stop gap arrangements is done by placement of already appointed officers or employees at the respective vacant posts without increasing their pay and without changing their pay scale and grade. The employee is placed there for temporary period untill the gap is filled through proper channel. It is done by the government at the time of emergency when the vacant posts need some critical functionality.
Many times KAS officers are arranged on this stop gap basis temporarily in order to fill various posts.
